Dog Seller and Dog Facility Operator Complaint If you have a concern that a person or business is in violation of the State's law relating to the licensing and inspection of dog sellers and dog facility operators, you may file a complaint by completing the following online complaint form.

PLEASE NOTE: The dog sellers and dog facility operator laws do not generally regulate consumer matters regarding payments, purchase/adoption contract terms, or breed registration. These types of complaints may be better addressed through DATCP’s Bureau of Consumer Protection. Complaints that fall outside of the department’s jurisdiction may be referred to other governing bodies.
